It is very likely a new drug-free safety program will replace the existing Ohio Bureau of Workers Compensation’s (BWC) program by July 1, 2010. The good news: the BWC understands the importance of incentivizing employers to prevent substance related injuries, and the 5 year participation limit is on the table for elimination. The not so good news: the discounts will be reduced.

The updated program offers two levels of participation, basic and advanced, and offers premium discounts from 4% to 7%. Higher discounts could result in a requirement of random drug testing of at least 25% of all employers. The new program promises streamlined safety components that meet the needs in the workplace without overburdening Ohio employers. In addition, the group rated employer may be able to obtain a small discount for participating at the advanced level.

Also proposed is one annual enrollment deadline: for private employers it would be May 28, 2010 and April 30 in all subsequent years. An annual progress report will be due the following March 31st.

The Workers Compensation board of directors is expected to make a final vote on the new program at a March 26 meeting.
